Is it simply the case that "Comment il se fait que..." is not idiomatic? Or do French people sometimes say it (rightly or wrongly)?

Bonjour Harry,
"Comment il se fait que..." might be heard / used by French people. However, it is not the way to say it grammatically, i.e. one should use the inversion '-il'. I have heard it in the past but very rarely...
