Don't we use futur anterieur when quand is used?

No, quand doesn' tautomatically take or imply the futur antérieur, although it may also be used with it. This often happens when you use quand to talk about an action that will have happened after a previous action, and both actions lie in the future. 

In English, you will often use "once" in these cases instead of "when". Here are some examples:

Quand j'aurai fini mes devoirs, je regarderai la télé. -- Once I finish my homework, I'll watch TV. (lit.: Once I will have finished...)

Quand tu auras lu ce livre, tu comprendras mieux. -- Once you (will have) read that book, you'll understand better.

The confusing part is that the translation of the futur antérieur in French often corresponds to the present tense in English. For example, instead of "Once I'll have finished my homework, I'll watch TV" you will usually say "Once I finish my homework, I'll watch TV". 

In English, you use future perfect tense when putting special emphasis on the sequence of events. In these cases, you'll find future perfect in English as well as in French.

By next Tuesday, I will have finished my homework. -- D'ici mardi prochain, j'aurai fini mes devoirs.
