Isn't there only one subject in this example? "Il ne peut pas s'en souvenir, bien qu'il le relise tous les soirs !"

The subject is "il" in both parts of the phrase. Why? Because of "que"? The "que"is present because "bien que" is a fixed phrase meaning "although".
