Bonjour Ian,

Here, we use "des citoyens français" because if you used "les citoyens européens", the emaning would be very different:

Les citoyens françaises sont aussi des citoyens européens = (All the) French citizens are also European citizens.
Les citoyens françaises sont aussi les citoyens européens = (All the) French citizens are also the European citizens.

 -> this implies that all the French citizens are the only European citizen

I think it is a case of making a general distinction (les - all) rather than a particular distinction (des - some).
