Bonjour Pradeep,

- 'Tout le monde m'a félicité' = everyone congratulated me

'tout le monde' = singular as it refers to a "singular quantity"

'Tous m'ont félicité'all of them congratulated me

'tous' = plural as 'tous' refers to "plural quantity"

I hope this is helpful.

Bonne journée !
